The incumbent serves as a System Operator (IT Specialist), for the Department of Veterans Affairs (VA) Office of information and Technology (OIT) PES/SPM, Capacity and Performance Engineering (CPE) organization, serving as System Administrator for the Infrastructure Division. CPE provides central engineering services and management of a technical framework promoting one technology vision across VA, which supports system optimization, integration and interoperability throughout the enterprise.
Duties
Major duties includes but are not limited to:
Utilizes patch management and ongoing patching of enterprise testing and pre-production systems.
Demonstrates the knowledge of the principles, methods, and tools of patch management and version control of complex, integrated systems.
Assists in planning and designing enterprise testing and pre-production test systems.
Possesses the knowledge of IT infrastructure, including systems engineering best practices, hardware, software, operating systems, and peripherals in the VA IT environment.
Possesses the knowledge of systems development life-cycle methodologies and requirements analysis relating to solution test.
Monitors and troubleshoots network connectivity issues related to integrated enterprise test systems.
Provides technical oversight in regard to the proper operation of system components into the enterprise test environments.
Manages the installation of hardware and software components on enterprise testing systems.
Maintains and assures the security for enterprise testing systems in accordance with defined security policies.
Provides technical oversight of patch management of enterprise testing systems and system components within enterprise test environments.
Establishes patch management procedures and conducting the on-going patching of enterprise testing and pre-production systems, assuring that systems and software patches are applied appropriately and that test systems are configured in synchronicity with production systems.
Provides mastery technical oversight in regard to the proper operation of system components into the enterprise test environments.
Performs routine systems backups in accordance with defined backup policies.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration.
The Selective Placement Factor for this position is: Experience in the installation, administration, and maintenance of industry standard server operating systems (e.g. Red Hat Enterprise Linux) in an enterprise system environment.
In addition to the SPF requirement, you must meet the basic requirement. You may meet the basic requirement as described below:
Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. In addition the above IOR requirement, applicants must meet the specialized experience below.
GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience in the provisioning, performance tuning, and sustainment of industry standard Red Hat Enterprise Linux server operating systems in an enterprise system environment and experience in deploying and operating enterprise systems in Amazon Web Services and/or Microsoft Azure cloud environments.
Preferred Experience: Preferred experience in Amazon Web Services deployment and experienced in planning, design, deployment and operations of cloud-based systems, Red Hat Enterprise Linux installation, configuration and operation, use of Ansible and RedHat Satellite, scripting and automation (shell, Ansible).
