You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (CUSTSPT) in the Digital Busness DIRECTORATE (CODE 15) of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties
You will assign work and areas of responsibility to employees based upon specified priorities, workload, difficulty of the task, and the individual capabilities of the employee.
You will supervise, manage and provide direction for subordinate personnel.
You will act as the central point of contact for all NCIS Global Atlantic (GLANT) IT customer support tasking, problem resolution, coordination, engagement and other related IT Infrastructure matters affecting NCIS GLANT Field Offices.
You will provide oversight of NCISs Key Management Infrastructure (KIM) system and COMSEC account.
You will represent the Deputy Assistant Director (DAD) for Enterprise Operations, NCIS Code 15C, as assigned, internally and externally, in the Federal and private sectors, in special projects or other venues in area of responsibility.

- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is eligible for ad-hoc telework at the discretion of management.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency includes providing customer subject-matter work processes; defining areas that are most amendable to NCIS IT Infrastructure and acting as the central point of contact for all NCIS Headquarters IT customer support tasking.
2. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency includes making recommendations to staff and management at all levels of the organization and interact with internal and external stakeholders.
3. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency includes resolving unusually complex problems associated with the implementation, maintenance and troubleshooting of the NCIS IT Infrastructure to support the NCIS's information needs and operational requirements.
4. Information Resources Management - Develop or implement strategy and plans for utilization, tracking and management of information resources (such as personnel, equipment, funds, and Information Technology) in order to enable organizational and enterprise missions. IT-related experience demonstrating this competency includes supporting physical cabling, pathways, spaces, telecommunications, data communications, computer software and hardware, mobile devices, networking, network-related security processes and interconnecting components (connectors and terminations) both interior and exterior that comprise the NCIS's physical network backbone.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector; experiences in developing and evaluating cyber or information technology policies, programs and standards; identifying and analyzing network threats, exploits or vulnerabilities; AND recommending countermeasures or courses of action to mitigate risks and improve cyber or network security. Experiences in lifecycle management, system resource management, budget planning, operational impact assessments, COMSEC compliance policies, acquisition, implementation, fielding and sustainment of IT resources; providing technical support, expert advice, consultation on and resolution of unusually complex problems associated with the implementation, maintenance and troubleshooting of infrastructure and operational requirements.
