The incumbent will serve as the Section Chief in Clinical Operations AC&P in the Health Administration Service. The incumbent provides high-level leadership support to HAS, upper management and clinical services. The incumbent will be a primary liaison for some Care Lines/Services, secondary liaison for other Care Lines/Services between HAS and the Clinical leaders for the Care Lines and Community Based Outpatient Clinics. The Incumbent will oversee RCI implementation, Primary Care and CBOCS.

Duties

Major Duties Responsible to ensure accurate, timely and consistent data is entered in the Medical Center database, and provide the vision for development of monitors in measuring all data input. Establish and coordinate in-depth training with the HAS Trainers to ensure that HAS and other identified Medical Center staff are educated and accountable for data management. Coordinates the collection of data concerning patient care activities; makes computations as required and reports monthly, quarterly or annually to management. Responsible for overseeing the telephone communications of their staff members, assure that they follow all VA directives, policies and procedures, and assure they have the mandatory training required. Makes daily and frequent personal and telephone contact with variety of individuals including physicians, nurses, technical support staff, Veteran patients, and families of patients, and Veteran Service Officers. Maintains contact with clinical personnel and other staff in various clinic settings to resolve delays and misunderstandings in the medical administrative aspects of providing medical care. Intervenes and resolves disputes between the Veteran and other staff. Prepares draft correspondence in response to inquiries from Veterans, Congressmen, Senators, Veteran Services Representatives, and other individuals. Assists in orienting and advising physicians, residents and interns in VA regulations, policies and procedures on patient care medical administration matters and serves as a Team Advocate when current policies impair efficient and effective patient care. Assists the Care Lines/Services in the development of policies and procedures for workload management. Analyze, interpret and implement regulations accurately to reflect current operating procedures and is familiar with precedents concerning changes in regulations or policies. Reviews work in progress or upon completion and spot checks work as deemed necessary to assess the quality and quantity of work produced by each employee. Inform employees about the policies, procedures and practices of management as they relate to scheduling/recall/EWL/consults/insurance capture. Coordinates consultations and referrals of patients to other specialty services and schedules patients for future appointments in accordance with physician clinic profiles and input from the patient. Setting performance standards, evaluations, initiating action on disciplinary matters, awards, labor relations, approval of leave and work schedules. Responsible for leave administration, incentive awards programs, motivation and morale, administrative disciplinary actions, recruitment and placement, position management and classification, preparing position descriptions, overseeing semiannual and annual evaluations, counseling employees whose performance is marginal or unsatisfactory and implementing continuing education activities. Evaluates and writes performance appraisals and provides feedback to employee concerning their performance. Recommends promotions, reassignments, or other status changes of assigned personnel, such as retention or release of probationary employees, step increases, and recognizes outstanding performance by recommending meritorious awards. Approves or disapproves leave and recommends action in unusual cases. Responsible for ensuring policy adherence, task reviews, delegation of work developing and managing databases necessary for tracking TQI training/participation and making recommendations as to funding and policy issues based upon the information collected. The incumbent(s) keep the Deputy/Assistant Chief and/or Chief HAS advised of any needs or problems identified and work to resolve any conflicts/problems at the lowest level possible. Incumbent(s) work closely with all personnel at the clinic to assure that efficient and quality medical care is given. Incumbent(s) are a key resource for the Patient Representative to utilize when dealing with patient or employee problems related to their work areas. Inspects work area for physical hazards/unsafe conditions and takes corrective actions immediately, keeping supervisor and service chief informed. Assures availability of required protective equipment/mechanical aids and monitors employees' performance for unsafe practices, providing appropriate training, counseling, and/or disciplinary action. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience working in the field of patient and medical administration, both inpatient and outpatient, with medical records knowledge Experience utilizing computer applications to create spreadsheets, databases, etc. for producing and maintaining documents Experience using statistical(mathematical) analytical principles and computer literacy for systems development, data entry and reports retrieval Experience using Vista with an emphasis on Health Administrative Services to manage, control, secure, coordinate and implement computer activities Experience managing, teaching, training and orienting staff to data validation methods and monitoring systems Prepare formal correspondence and present oral and written presentations Experience working with laws and regulations concerning combat veterans' eligibility OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters degree or equivalent graduate level degree or 2 full years of progressively higher-level graduate education leading to such a degree.
