A successful candidate in this position will serve as the Deputy Domestic Uranium Enrichment Program Manager in the Tritium and Domestic Uranium Enrichment Program Office, NA-192. This position manages establishment of a uranium enrichment capability in time for national security requirements.
Duties
As a Program Analyst you will:
Provides programmatic direction to manage, integrate, and coordinate the office's subcomponents: HEU down-blending, enrichment technology development, and acquisition activities. Supports DUE Program Manager in aligning program staff and budget with DUE priorities and broader NA-19 direction.
Recommends the planning, organizing, and assigning of projects to appropriate field, program, and staff offices; tasks M&O contractors and assigned field offices, as directed, to perform in-depth analyses or provide responses to high level managers; oversees contractor operations to ensure execution of mission consistent with organizational requirements.
Develops, coordinates, analyzes, and edits input from subject matter experts, program managers and staff for development of detailed program plans, documents and associated budget estimates; and responds to information requests from OMB and other external sources involving sensitive policy and program issues. Represents program in briefings to senior DOE and external stakeholders.
Analyzes and assesses opportunities for integration of Domestic Uranium Enrichment (DUE) strategy with other enriched uranium stakeholders, to include NNSA's Offices of Naval Reactors and Defense Nuclear Nonproliferation, DOE's Office of Nuclear Energy, the Department of Defense, and commercial entities. Maintains knowledge of DOE/NNSA organizational structures and works across the organization to determine program requirements and, as appropriate, integrate them into a cohesive strategy. Identifies and prepares for risks and opportunities arising from commercial or governmental actions.
Qualifications
EN-04: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e.,EN-03, NN-04, or GS-14.
Specialized experience for this position is defined as experience conducting at least 3 of the following activities:
1. Manages and evaluates policies and program objectives programs to include developing strategic planning, programmatic alignments, budget justifications and long range budget estimates for nuclear infrastructure and materials programs.
2. Prioritizes investments, aligns resources with mission requirements, and integrates elements of infrastructure modernization and capability sustainment.
3. Works within an acquisition process for major capital construction projects to deploy capabilities in time to meet the department's needs.
4. Communicates and defends complex technical topics and programs to senior government officials.
