You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Contracts Department (Code 400) of the Norfolk Ship Support Activity Regional Maintenance Center (NSSA RMC) of MID ATLANTIC REGIONAL MAINTENANCE CTR.

Duties

You will analyze costs proposed in the MSMO contracts and fixed price contract area. You will make independent decisions impacting changing priorities and defer or accelerate work as necessary to comply with new urgencies. You willv serve as a memeber of Award Fee Boards.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and strong working knowledge of cost accounting, sophisticated pricing arrangements, innovative contract language, terms, and conditions sufficient to serve as program contract authority and advisor on acceptability and applicability of contract matters related to assigned contractual program. Experience applying negotiations sufficient to being able to guide a team in developing pre-negotiation positions for complicated contracts. Experience demonstrating a variety of disciplines related to the procurement process such as design, integrated logistics, financial management and their interrelationships with contracting. Experience making decisions on work problems presented by subordinate supervisors, evaluating supervisors and reviewing evaluations made by supervisors on positions, hearing group grievances, and serious employee complaints or ones not resolved at a lower level. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
