You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the CONTRACTS DEPARTMENT of NAVSURFWARCEN IH DIV.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.
Duties
You will serve as a Senior Buyer/Limited Warranted Contracting Officer in the Contracts Department, supporting simplified acquisition actions (SAP).
You will ensure performance of all necessary actions for effective purchasing, ensuring compliance with the terms of the order, and safeguarding the interests of the United States in its contractual relationships.
You will solicit, evaluate, negotiate and award orders with commercial organizations, educational institutions, and non-profit organizations for furnishing of supplies and services.
You will be utilizing all procurement methods to include competitive, sole source, open market, GSA, SEWP, and blank purchase agreements.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a bargaining unit position.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-9/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading the development of acquisition documents supporting Simplified Acquisition Procedures (SAP) to define and comply with the Government's needs and ensure adherence to Federal regulations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Possession of an LL.M. degree that is related to the position being filled. ???????
