You will serve as a IT SPECIALIST (INFOSEC) in the CYBERSECURITY SUPPORT-CROSS TEAM BR of NAWCTSD ORLANDO.

Duties

You will serve as subject matter expert (SME) to ensure Cyber Security requirements are fully integrated into all phases of the acquisition, upgrade, or modification programs, including initial design, development, testing, fielding, and operation. You will conduct annual reviews as required to ensure compliance with the accreditation and/or certification of program deployed information systems. You will participate in review of plans, design and acquisition documentation, and other requirements involving new technologies and/or updated hardware, communications networks, and software. You will ensure that users and system support personnel have the required security clearances, authorization and need-to-know before granting access to information systems under the incumbents purview.

  • Generally, current federal employees applying for STRL jobs must serve at least one year at the next lower pay band. This requirement is called time-in-band. Time-in-band requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 461 level Intermediate within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate one year of experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to demonstrating the four competencies above, your resume must also demonstrate one year of specialized experience equivalent to the next lower pay band (DS-04) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Demonstrating a cybersecurity skillset that directly translates to mission requirements through experience in Information Security and Information Systems Security Officer roles for the DON and other DoD agencies; 2) Demonstrating knowledge and direct experience in the DoD Risk Management Framework and utilization of key tools such as the Enterprise Mission Assurance Support Service, Assured Compliance Assessment Solution, Security Technical Implementation Guides (STIG), and Vulnerability Remediation Asset Manager; 3) Reviewing plans, design and acquisition documentation, and other requirements involving new technologies and/or updated hardware, communications networks, and software; and 4) Planning conducting, and evaluating computer Risk Assessments and ensuring that Risk Assessment Team accreditations are performed and reviewed.
