Duties
The primary purpose of this position is: To serve as Supervisory, Chief, United States Special Operations Command (USSOCOM) Operations Security (OPSEC) Support Element, within the Directorate for Operations. Manages and oversees OPSEC policy, program development, planning and execution for USSOCOM. Serves as the senior management representative authority to make program decisions for assignment, resource planning and internal controls for all responsibilities within the OPSEC Support Element as well as define and recommend OPSEC program requirements for USSOCOM's service components, sub-unified command, and direct reporting units. Utilizes management and executive skills to ensure focus is placed on requirements validation, interagency coordination and subordinate command relationships culminating in a comprehensive OPSEC program. Reviews and evaluates tasks/requirements and provides formal detailed analyses of USSOCOM OPSEC responsibilities in such matters and directs methods and procedures for their accomplishment.
Duties:
Oversee USSOCOM Operations Security (OPSEC) Program.
Analyzes, develops, and maintains the USSOCOM OPSEC Support Element.
Serves as the USSOCOM OPSEC expert.
Exercises supervisory personnel management responsibilities.
Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic view point to ensure overall information protection requirements meet mission requirements.

- Work requires travel away from the normal duty station by commercial and/or military aircraft and may be required to work other than normal duty hours, which may include evenings, weekends, and/or other holidays
- Three or more years’ experience and background working in a Strategic or Operational SOF Headquarters with demonstrated operational experience in a Special Forces career field is highly desirable
- This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations
- This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The employee must pass initial and periodic short notice drug testing. (cont'd)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques app1icable to a broad range of operations security requirements sufficient to plan, direct, coordinate, and evaluate diverse operations security programs and advise key managerial personnel on courses of action affecting command operations, work operations, work processes, etc., which impact the preservation of resources. Knowledge is used to perform key decision making, and policy-making responsibilities regarding the complete operations security program of the Command and its components; Mastery of knowledge of operations security and intelligence principles, practices, and standards related to diverse operations sufficient to apply a wide range of methods and techniques in the performance of special operations worldwide in order to determine compliance with applicable regulatory provisions; Knowledge of organizational and communication skills to develop working relationships and manage program segments with diverse military, civilian, professional, and technical problems. Verbal and writing skills sufficient to prepare security presentations/briefings, formal training materials, policies and guidance, investigative reports and operations security inspections and assessments, and Mastery of knowledge of the special operations mission and forces involvement with the theater combatant commands and theater special operations to establish, coordinate and implement operations security programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge and understanding of the authorities, responsibilities, policies, and procedures of the Defense Intelligence Agency, National Security Agency, Military Department Counterintelligence Organizations (MDCOs), Undersecretary of Defense for Intelligence and Security (USD(I&S)), Undersecretary of Defense for Policy (USD(P)), and National Security Council necessary to coordinate with, and support the requirements of those organizations and respond to their inquiries.
Knowledge of government policies and directives to include National Implementation Plan, National Military Strategic Plan for the War on Terrorism and DoD's CONPLANs 7500, 7520, and 0300.
Knowledge of the special operations area of employment, tactics, techniques, and associated activities which support and facilitate special operations actions in meeting requirements of the Secretary of Defense, Chairman, Joint Chiefs of Staff, and the USSOCOM Commander.
In-depth knowledge of Operations Security (OPSEC) procedures, regulations, policies, and processes pertaining to specific SOF requirements as well as the DoD community.
Knowledge of OPSEC policies and procedures relevant to conducting OPSEC assessments and determining applicable OPSEC measures.
Skill in written and oral presentations to conduct meetings to effectively communicate within various levels of the Command, JS, OSD, and other government agencies commensurate with the requirement to coordinate with general officers and senior civilians and present findings through concise transmitted correspondence, innovative and cohesive briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
