Duties

You will develop, maintain, and manage PBIS web site and FMB’s Budget Information Systems, EDS – Execution Documentation System, Realignments, Allocations, DON Industrial Budget Information System (DONIBIS). You will develop, maintain, and manage the Issue Paper Generator; Budget Justification Document Management System (JMS); OP-5 Automated Reporting System (OARS); OB Plans, PBDS, CMS, RDOCS, and PDOCS. You will be responsible for on-site programming support System Users include FMB, OPNAV, HQMC, BSOs and DFAS.

Requirements

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with IT concepts, principles, methods, and practices to formulate and plan IT software application systems; Experience analyzing and evaluating processes and requirements to implement automated IT systems in support of financial operations; Experience designing, implementing, and interpreting metrics to assess the efficiency and effectiveness of IT programs.
