The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.
Duties
Serves as the DTIC authority and policy advisor regarding the planning, acquisition, application, protection, and dissemination of Department of Defense (DoD) scientific and technical information (STI).
Represents the agency and higher headquarters interests and policy positions in interagency working groups.
Drafts or revises DoD directives, regulations, and instructions pertaining to policies and procedures relating to STI support of and interaction with the DoD research, development, test, and evaluation (RDTE) programs.
Recommends policies, decision criteria, and methodologies for achieving a balance between the aim of sharing Defense STI with the broader scientific community beyond DoD and protection of such information
Serves as DTIC’S authority and Senior Component Official for Privacy (SCOP) responsible for interpreting federal Privacy Act legislation, regulations, policies, practices, procedures, and precedents in conjunction with DoD Privacy Program and Rules.
Proposes the means whereby DTIC and its information Analysis Centers (IACs) can provide information services and products that facilitate OSD decisions.

Qualifications
Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience developing and updating DoD scientific and technical information (STI) policy and procedures, STI Defense Federal Acquisition Regulations (DFARs), DoD Grant Award Regulations (DoDGARs), and publishing associated Federal Register notices; representing agency policy positions to the interagency community with delegated authority to speak on behalf of and make commitments on behalf of the organization; coordinating STI issuances through the DoD Issuances Portal System process; developing, implementing, and executing agency privacy policies, training, and breach reporting; experience with program management of DoD Information Analysis Centers (IACs).
