You will serve as a STORAGE AND WATERFRONT SUPERINTENDENT in the ORDNANCE OPERATIONS DIVISION of NAVAL MUNITIONS CMD CONUS EAST DIV.

Duties

You will oversee the receipt, storage, issue, and shipment of all Ordnance materials from the Command. You will track Labor and funding, forklift repairs, vehicle rental, minor work, weight test, consumable supplies, and safety equipment. You will perform tasks using knowledge of merit system principles and pro-actively manage all aspects of employees' performance and document performance. You will conduct annual monetary and time off awards based on each employee’s performance. You will assist employees with Reasonable Accommodations, and other Human Resource situations. You will ensure all ordnance handling processes conform to Navy regulations. You will ensure all explosive site plans are current and all ordnance stored in those facilities are compatible with current directives. You will administer an annual budget of over $30M while complying with budgeting constraint, minimizing overtime, and material spending. You will coordinate annual and recurring training in Hazmat, explosive vehicle driver, Commercial Driver's License (CDL) certifications, and forklift explosive driver certifications.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing tasks a Detachment Explosive Safety Officer. Experience ensuring that all explosive site plans are current and all ordnance stored in facilities are compatible with current directives. Experience managing personnel ensuring all required training and certifications are completed and tracked for ordnance handling operations. Experience compiling all Risk Assessments and HAZARD abatement procedures for Standard Operating Procedures (SOP) and daily operations. Experience as an Arms, Ammunition, and Explosive screening officer. Experience certifying that all explosive operating personnel are annually screened and ensures that personnel are in compliance with applicable Laws and Regulations to handle explosives. Experience in administering an annual budget while complying with budgeting constraints, minimizing overtime, and material spending.
