You will serve as a QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in the Contractor Oversight Division, Quality Assurance Office, Code 132 of NORFOLK NAVAL SHIPYARD.

Duties

You will serve as a consultant to senior management on the various aspects of private sector ship repair quality programs. You will assist in planning, developing and maintaining a comprehensive Contract Administration Quality Assurance Program (CAQAP) to ensure contractor’s compliance with contract requirements. You will inspect contractor performed work. You will negotiate complex issues pertaining to quality assurance for manufacturer and repair of complex components and systems. You will conduct training for quality assurance related subjects such as: Product Verification Inspections, Quality Data Evaluation, Procedure Evaluation, and Corrective Action Requests. You will conduct evaluations relative to the prevention of quality problems and will take timely actions to determine the cause of reported problems.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a full range of quality assurance principles, concepts, practices, and methodologies related to quality assurance oversight function for ship repair work. Experience reading and interpreting technical manuals, specifications, engineering drawings, contract documents, government regulations, and requirements applicable to quality assurance in the ship repair industry. Experience preparing letters, memoranda, reports, and other official correspondence. Experience applying contracting, acquisition, and private sector ship repair principles. Experience applying processes used in ship repair such as Non-Destructive Testing, Welding and Brazing, and Painting and Preservation requirements. Experience auditing and investigating problems associated with quality issues. Education

Have successfully completed a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position;

OR

have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position;

OR

have successfully completed an LL.M. degree that is related to the position being filled.
