Duties
You will oversee the end-to-end design, delivery and management of the service including cost, schedule, and performance of a service, developing resourcing, technology adoption, and service strategies to meet stakeholder and user needs.
You will develop life cycle program plans/roadmaps; maintaining life cycle cost estimates; leading development of associated cost allocation models; ensuring resource needs are incorporated into budget and spend plans.
You will be responsible for proper design, execution, and improvement of the designated service, and ensure the Service operates within the agreed levels of services to meet expected mission outcomes.
You will ensure Information Technology Service Management (ITSM) processes which enable or support the service are optimally resourced and executed.
You will ensure programmatic briefings, tasker responses, and other input/output communications accurately reflect cost, schedule, performance, risk, and technical approach strategies and execution.
You will ensure appropriate representation during strategic discussions and negotiations of new service requirements and/or service improvements.

- You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Program Management Area at a level II and category assigned to the position is required within established category timeframes.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 Advanced Level within 6 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing life cycle program plans, leading the development of cost allocation models, proper design, execution, and improvement of designated services, creating plans to meet the needs of service program management, and accountability for service performance.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
