Duties

Coordinate the efforts of the IT Specialists and contractors in solving complex and far-reaching enterprise architecture issues and problems for a wide range of systems, applications, and customers. Develop, implement, and ensure compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of IT programs. Consult with customers and apply analytical processes to the planning, design and implementation of new and improved information systems to meet the business requirements of customer organizations. Formulate, plan, implement, manage, track, and evaluate large scale and extremely complex IT enterprise architecture projects and their associated requirements and risks. Develop and manage an efficient project organizational structure and applies system architecture principles to projects. Serve as a technical expert and Command representative in enterprise architecture enterprise systems on matters related to new IT/software concepts and other plans of significant impact and importance.

Requirements

  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Practitioner Level in the Acquisition Career Field (N) Engineering and Technical Management within 60 months of entrance on duty.

Qualifications

Who May Apply: US Citizens This IT Specialist (APPSW) position is located in Fort Belvoir, Virginia.This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS 14 grade Step 1 to the highest equivalent GS 15 grade step 10 in the broadband. This position is covered by a salary control points within the NH-04 broad band and the salary range is from $126,233. to $164,102. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify based on your experience, you must have IT-related experience demonstrating each of the four competencies: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service which includes: 1) Applying Agile, Scrum, DevOps, and lean principles to develop processes, procedures, and practices that support IT products and business requirements (2) Designing Cloud Architectures; (3) Implementing Continuous Integration and Continuous Delivery for IT systems. (4) Managing Large Scale IT Projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03) or GS-13.
