This position is part of the National Archives and Records Administration. Cyber Security & Information Assurance Division under the Office of Information Services. The mission of the Cyber Security & Information Assurance Division is to ensure NARA's service, solutions, and systems are secure and compliant while at the same time are functional and effectively meet identified customers' needs.

Duties

As an IT Specialist (INFOSEC), you will: Develop and recommend NARA computer security policies, guidelines and/or procedures and standards that comply with Federal laws, guidelines and security management practices and which achieve appropriate levels of security for all NARA computer systems. Oversee and ensure the implementation of appropriate security controls throughout the system development lifecycle for all NARA IT systems, including National Security Systems, in accordance with the NARA IT Security Program Plan, National Institute of Science & Technology (NIST) standards and Committee on National Security Systems (CNSS) policies, standards and directives. Plans, anticipates, identifies, evaluates, mitigates and minimizes risks associated with IT systems vulnerability and security control deficiencies. Support the Security Assessment & Authorization of all NARA IT systems, including National Security Systems.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade or equivalent. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. This experience is defined as: Developing and/or evaluating remediation action plans for systems. AND Experience with certification and accreditation for information systems. AND Participating in projects ensuring security requirements and/or issues are given due consideration during system development including cloud-based systems. (Examples may include: Software as a Service (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service (Iaas).) OR Supporting teams with the security, design, development, and documentation of various systems, including cloud-based systems. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F): For the GS-14, you must have been at the GS-13level for 52 weeks.
