This position is the Supervisory Administrative Officer (AO) to the Education and Research Service. The incumbent is directly supervised by the Chief, Education and is responsible/accountable to her/him as her/his first line supervisor. The incumbent is also responsible/accountable to the Associate Chief of Staff (ACOS)/Designated Education Officer for the Education and Research Service.
Duties
Duties include but are not limited to:
Oversight of the Service's library ensuring appropriate information resources, training, and educational materials to all levels of facility activities, from complex database searches to informational circulation needs are available.
Assists in the systematic planning, implementation, administration, integration, coordination and evaluation of the Academic Affiliations and other programs impacting health professions trainees.
Manages Affiliation Programs and is responsible for the coordination and oversight of ACGME and Associated Health Programs.
Composes and maintains correspondence, reports, spreadsheets, charts and schedules for ACGME, OAA, ORH & VACO requirements.
Oversees and leads GME and program duties to include onboarding/offboarding trainees and staff, user account requests, validation of user access/menus/keys.
Responsible for coordinating the ACGME and Associated Health Training Programs, extracts and assembles information, conducts analysis and develops monthly data for processing of residents, fellows, trainees, and/or students.
Coordinates security checks such as Personal Identification Verification (PIV), Special Agreement Check (SAC), and/or National Agency Check with Integrity (NACI).
Assists Service leadership in oversight of budget and fund control points to complete and support purchases to include equipment, contracts and supplies. Composes and maintains correspondence, reports, spreadsheets, charts and schedules for Service Fund Control Points and budget.
Provides supervision and leadership of direct report employees; plans, prioritizes and assigns work to be accomplished.
Develops performance standards, writes position descriptions, evaluates work performance, counsels employees and initiates disciplinary actions when necessary.
Maintains collaborative and professional relationships.
Work Schedule: Monday to Friday 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Developed, administered, and resolved policy, program and project issues.
Knowledge of establishing and maintaining systems for tracking compliance with mandatory requirements.
Knowledge of the analysis of feedback from evaluations and surveys, and the evaluation of educational experiences.
Experienced in professionally greeting, interviewing and screening telephone calls and visitors to include federal, state and local officials, community hospital executives, external review organization officials, staff, patients, and families.
Experienced with fact-finding and suggestions for problem resolution as well as assistance with development and implementation of new or reviewed policies or program changes.
Experienced with the onboarding and offboarding processes to maintain security integrity. Initiates computer and VistA accounts.
Experience with VHA policies and procedures.
Knowledge of how to analyze budgetary program plans and objectives; compile and summarize data concerning expenditures for personnel, purchased services, supplies, and equipment.

Ph.D. or equivalent doctoral degree

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position is primarily sedentary, but may require potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Work also involves some carrying and transporting of books, library materials, files and/or office supplies. Transferring objects, supplies and program materials throughout the Medical Center may be required. Work is usually performed sitting at a desk, in conferences and meetings. Some light physical exertion is necessary. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on program needs. If required as a condition of employment, the incumbent must complete annual Employee Health requirements, such as annual TB screening or testing.
