The Administrative Office (AO) assists and support the Chief of Community and Public Relations in personnel actions, manpower, financial management, contracting, logistics/supply management and other related administrative functions. Community and Public Relations Service includes Veteran Satisfaction, Patient Advocate Office, Voluntary Services Section and Public Affairs. The incumbent provides a variety of services essential to the direction, and operation and functioning of the service.

Duties

Major duties include but are not limited to; The AO is responsible for execution of the HR administrative management responsibilities related to the accomplishment of the mission. The AO serves as the Contracting Officer Representative (COR)- The AO assists the Chief in identifying contract requirements, coordinates action, and works with Logistics Management Service on contracts. The AO serves as the facilities My HealtheVet Coordinator (MHV)- Establishes, develops and implements local MHV- related goals, strategies to meet goals, identifies responsible parties, tracks progress, including monitoring goals/activity status, and report status/progress to medical center management. The AO has overall knowledge of organization and business management practices. He/She must be able to recognize problems that would adversely impact the service as it functions within the VAMC and is knowledgeable and able to assist in their resolution. He/She is charged with the responsibility for continued operation of administrative functions. The AO attends meetings and conferences and advises the Chief of actions required by the organization. He/she provides guidance to staff on upcoming tasks The AO serves as the liaison between the facility and the Veteran Service Officer organizations. The AO organizes and coordinates administrative data relative to required statistical reports, daily reports, monthly reports, yearly reports and ongoing special actions. He/she coordinates assigned functions with the Chief to discuss work related changes and provides authoritative recommendations for improvement to implement. He/she counsels management personnel regarding developing, maintaining and improving management methods and procedures and overall effective utilization of personnel and resources. The AO assists management in identifying long and short term resource requirements and potential problem areas. He/she gathers and analyzes data and provides reports to the Chief on trends and other issues. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Understands and interprets written material, including technical materials, applies what is learned from written material to specific situations. Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. Understands the VA's mission and uses this knowledge to guide actions; provides outstanding customer service and represents the organization effectively. Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. Knowledge of developments and new applications of information technology (hardware, software, telecommunications),and implementation to meet organizational requirements. Expert level Microsoft Office Applications user with demonstrated experience in Excel and Teams. Knowledge of HR principles and labor laws. Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Manages a multi-sector workforce and a variety of work situations. Knowledge of techniques for contracting or procurement. Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary but may require some walking to other departments/services and buildings on the Dayton VA Medical Center's campus.
