The Dayton VA Medical Center, Acute Care Service, has an opening for an Administrative Officer, 120 days NTE. This position is not permanent, and is a 120 days Detail or Temporary Promotion.

Duties

Duties: The AO is responsible for execution of the HR administrative management responsibilities related to the accomplishment of the mission. The AO acts as the Service spokesperson concerning administrative functions with facility management, the VISN and other pertinent organizations. Provides information, accepts commitments, secures and or negotiates resources and services required to manage and execute the functional responsibilities of the organization. The AO serves as the Contracting Officer Representative (COR)- The AO assists the Chief in identifying contract requirements, coordinates action, and works with Logistics Management Service on contracts. Knowledge of standards that either are compliant with or derived from established standards or guidelines. Provides advice to management on matters impacted by programmatic/policy changes and works with subject matter experts to formulate new, or adapt existing, policies and procedures to meet goals. Forecast Budget planning Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations. Maintains files and documents on all personnel actions, coordinating actions with appropriate staff or supervisor, monitoring current and projected personnel actions and provides continuous status updates. Ensures that organizational chart, position descriptions, performance standards and performance appraisals are accurately maintained and current. Interprets a variety of VA regulations, VACO policy statements, manual directives and legislation that affect Acute Care Nursing operations, formulating and drafting local policy statements legislation that affect Acute Care Nursing operations, formulating and drafting local policy statements to meet changing requirements. Serves as administrative liaison to Acute Care Leadership engaging in discussions on resource allocation to improve services, solve problems. Completes necessary documents, packets, quotes, and other required materials for the procurement of equipment and supplies necessary for service line operation. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Previous supervisory and administrative workload managing multiple responsibilities to include resources, personnel, budget/business planning experience is required. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond . You will be rated on the following Competencies for this position: Administration and Management Contracting/Procurement Decision Making Financial Management Personnel and Human Resources Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary however may involve periods of walking or standing to observe work operations, assess physical requirements, provide supervision, as well as stooping, sitting, bending, pulling, and pushing. Work also involves some carrying and transporting of books, files, and/or office supplies. Transferring objects, supplies and program materials throughout the Medical Center may be required. Some light physical exertion is necessary. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on program needs. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. Some travel may be required. Computer and IT use required on daily basis. If required as a condition of employment, the incumbent must complete annual Employee Health requirements.
