About the Position: Position serves as full deputy to the Director of Correctional Programs consisting of the United Disciplinary Barracks (USDB) and the Midwest Joint Regional Correctional Facility (JRCF) with responsibility for fully assisting in planning, directing, coordinating and supervising all matters pertaining to vocational programs, educational programs, recreational programs and non-appropriated fund activities.
Position classified as a Secondary Law Enforcement Officer position.
Duties
Assisting in planning, directing, coordinating and supervising all matters pertaining to USDB/JRCF vocational training programs, educational programs, recreational programs, and all non-appropriated fund activities.
Directly supervise the USDB/JRCF vocational shop supervisors, education supervisor and recreation supervisor.
Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
Develop performance standards and rates employees. Evaluate subordinate supervisors.
Apply American Correctional Association (ACA) standards to ensure directorate compliance with applicable mandatory and non-mandatory standards.
Apply restrictions, rules and policies governing the use of prisoner labor to effectively manage the prisoner workforce engaged in various work.
Requirements
- This position requires the employee to pass a Criminal History Background Check. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the employee to undergo screening for tuberculosis prior to entry on duty and annually thereafter.
- This position requires the employee to pass a Criminal History Background Check. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
- This position has been classified as a secondary law enforcement officer (LEO) position in accordance with 5 U.S.C. 8331 (20) 5 U.S.C. 8401(17), 5 C.F.R. 831 Subpart I, and 5 C.F.R. 842, Subpart H.
- The work requires indirect contact in the detention of inmates convicted of offenses against the punitive articles of the Uniform Code of Military Justice.
- The incumbent of this position will comply with all provisions of the 15th MP BDE Regulation 190-3, Rules of Conduct and ACC Policy Letter #17, Standards of Conduct.
- IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with inmates, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution (42 USC 1997).
- This position requires the employee to complete the Army Corrections Command Pre-Service Training program to maintain security and control of inmates, appropriate staff/inmate interaction and understanding the rules of inmate conduct.
- Personnel who enter the Military Corrections Complex (within or outside the fence line) consent to inspection of their person and property, including their vehicle.
- All confinement facility personnel shall have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.
- Section 639 of Public Law 106-554 requires agencies to remove law enforcement officers from employment as law enforcement officers if they are convicted of a felony.
- Department of Defense Instruction, Number 1325.07 states all confinement facility personnel shall possess a high degree of maturity and emotional stability.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Experience Requirement: Experience must demonstrate the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program.
You must have 1 year of specialized experience equivalent to the GS-11 level in the Federal Service which includes assisting with the direction and/or coordination of vocational training, educational programs and/or recreational programs within a correctional facility.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
