The primary purpose of this position is to serve as a Lead Financial Specialist within Financial Analysis Flight.
Duties
This position is a developmental GS-09 Target GS-11 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-09. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
1. Serves as a Lead Financial Specialist performing professional financial work requiring the application of financial principles, theories, concepts, and practices to ensure that financial management and financial systems produce accurate results and meet legal requirements.
2. Independently reviews and audits records and reports to determine the extent and nature of deviations from established procedures.
3. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.
4. Resolves technical financial problems and develops new ways and methods to accomplish office tasks and objectives.

- This is a Financial Management Level 2 Certified position JAW the National Defense Authorization Act (NDAA) 2012, Public law 112-81, Subtitle F-Financial Management, Section 1599d at the Full Performance Level this is required.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: GS-09 LEVEL: At least one year of specialized experience equivalent to at least the GS-07 grade level (or equivalent in an alternate pay system). Specialized experience includes: Applying a large variety of extensive and diverse travel/military pay and entitlement principles and practices. Using standardized analytical and evaluative methods and techniques. Advising on and/or resolving moderately complex, non-controversial, factual, procedural and/or recurring issues for which there are one or more readily apparent solutions, and making informal judgements on problems and issues.
Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This definition of specialized experience is typical of work performed at the GS-07 grade/level or equivalent position in the federal service.

A master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., which is related to the position from an accredited university or college. This education demonstrates the knowledge, skills, and abilities to successfully perform the duties of this position and is related to the duties of this position. A combination of specialized experience and graduate level education that has provided you with the knowledge, skills and abilities to perform the duties of this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic principles of the classified titled or related field.
2. Skill in communicating factual and procedural information clearly, orally and in writing.
3. Ability to learn basic techniques of the classified title.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solution
5. Ability to plan and organize work, and consult effectively with co-workers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
