This position is located in Policy and Planning (EWP), Fish & Wildlife (EW), Environment, Fish & Wildlife (E), Bonneville Power Administration (BPA).
The purpose of this position is to provide project management oversight for biological, engineering, construction management, environmental, legal, procurement, budgetary, land acquisition, and corporate communications staff in a team approach to plan, coordinate, and implement assigned projects.
Duties
As a Policy Analyst, you will:
Develop policies that guide the development of planning documents and work plans and the implementation of fish and wildlife projects.
Coordinate and oversee Fish and Wildlife policy and planning efforts.
Coordinate, track, and report on implementation activities and progress towards meeting performance standards.
Work with management team to communicate important updates and policy changes to external contacts.
Serve as the EW Council Liaison to facilitate and coordinate with appropriate internal BPA staff on processes such as categorical reviews of projects, amendments to the Council's Columbia River Basin Fish & Wildlife Program and other relevant emerging issues.
Work effectively with stakeholders, as appropriate, to effectively implement Fish & Wildlife program goals and strategies.
Manage Budget Oversight Group (BOG) and Council and coordination meetings.
Develop and present verbal and written presentations on Fish and Wildlife policies and procedures.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.
Specialized Experience for this position is defined as: Experience 1) implementing fish and wildlife projects that are consistent with various biological opinions (e.g. Northwest Power and Conservation Council's Fish and Wildlife Program, the National Marine Fisheries Service's, and U.S. Fish and Wildlife Service's); AND 2) coordinating with internal stakeholders to conduct reviews of projects.
There is no substitution of education for experience at the GS-13 level.
