This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital, ) Office of Human Capital, .OHC), Workforce Management Group (WMG), Division of Performance and Organizational Programs (DPOP).
As a Program Analyst, GS-0343-13, you will serve as an advisor to management in developing, maintaining and administering CMS workforce management programs.
Duties
Develop and coordinate data calls and annual enterprise-wide activities to include internal processing and review procedures.
Independently identify problems and foresee potential problems and plan how to address the issues to resolve the problem.
Develop new and revised operational policies and practices, and follow through on their implementation in order to develop long-range and shortrange strategic and logistical plans.
Provide technical guidance and advice as well as training to managers on the full range of scenarios and issues they encounter when addressing employee requests with regard to the workforce management programs coordinated by DPOP.
Prepare necessary briefing materials which reflect the activities and program developments.

In order to qualify for the GS0-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Developing systems or operation policy; 2) Advising on program and operational activities; and 3) Analyzing established processes and procedures to identify issues and propose possible course of actions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
