Duties
Performs the full range of supervisory duties for a staff of professional accountants and technicians. Plans, organizes, directs, coordinates and supervises the work of employees processing accounting transactions.
Evaluates and updates Security Assistance Accounts (SAA) and department level accounting procedures, reports, and operation for Defense Security Cooperation Agency (DSCA) customers and the SAA financial management systems and processes.
Prepares, reviews, and analyzes records and reports for program performance and resolves issues impacting accounting procedures and practices.
Meets with internal and external customers to develop corrective measures, address reporting requirements, and resolve customer concerns.
Applies considerable ingenuity to solve a wide variety of problems where no clear precedents exist. As such, develops approach and sets time frames and milestones for assigned projects, and provides technical guidance to team members.
Collaborates with team members and customers to develop recommendations and execute projects to enhance the business processes and adapt to changing systems environments.
Requirements

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

- Obtain/Maintain Financial Management Certification.
- Obtain and maintain a Basic level Certification under the Security Cooperation Workforce (SCW) Certification Program.
- Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.
Qualifications
This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:
(1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
(2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-12) in the Federal service, which demonstrates the ability to perform the duties of the position.
Specialized experience is defined as: providing expert-level professional accounting, finance and reporting services, management advice, and assistance to supported customers in the application of accounting theories, concepts, principles and standards to independently negotiate solutions to the most complex issues related to operational accounting and finance work.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
Education
Education is not substitutable for specialized experience at this grade level.
