This position is located in the Domestic Environmental and Safety Division, Office of Facility Management Services, DAS for Operations, Bureau of Administration (A/OPR/FMS/DESD), in the U.S. Department of State (DOS). The position serves as an environmental compliance technical expert for the Department’s domestic operations in providing technical guidance and expertise for DOS program and facility managers.

Duties

Monitors execution and completion of the corrective actions for noncompliance deficiencies. Serves as Division point of contact with environmental compliance regulatory officials , and develops presentation and issue papers for Division Chief. Prepares memoranda and correspondences needed for program maintenance and implementation, and maintains DOS environmental compliance records. Coordinates acquisition of supplies and materials needed for emergency responses to spill events affecting DOS. Reviews proposed and final environmental regulations and directives to determine their applicability to DOS facilities.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience conducting in depth environmental audits at federal facilities, including storage and recycling operations. Experience developing correction action plans to audit finding and tracking status of environmental compliance. Experience developing schedules and conducting environmental compliance training and evaluations. Experience working with established environmental policies, programs and procedures. Experience developing spill prevention, contingency, control and countermeasure plans; and evaluating emergency spill drills. There is no substitute of education for specialized experience for the GS-13 position.
