About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Augusta, Georgia.
This position will b filled on a permanent basis.
Duties
Plans and advises on implementation of new ideas, procedures, processes, methods, or approaches of substantial scope, difficulty, and complexity in areas of short/long-range strategic planning, strategic development.
Provides familiarization of cyber operations to integrate deliberate and crisis action planning support with ARCYBER, its subordinate organizations, and to USCYBERCOM and Geographic Combatant Commands as required.
Manages assigned Operational Planning Team or Working Groups to support development and management of the Army’s strategic Cyber initiatives and planning efforts to support HQDA and the Joint community.
Assists other staff personnel both within and outside of ARCYBER to identify issues and develop solutions for Army cyberspace plans. Participates in decision meetings.
Develops and reports to higher management estimates of budget requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year probationary period may be required.
- Must obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information (TS-SCI).
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- Must pass an initial and periodic urinalysis screening for illegal drug use.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military Affairs Desk Officer (MADO) Security In-Processing (SIP) process.]
- The incumbent may be required to travel approximately 10% of the time.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by knowledge of the Army military decision making process (MDMP) and the Joint Operational Planning Process (JOPP) with emphasis on mission analysis, course of action development and comparisons, plans, orders and development; military command structure, missions, programs and organizational relationships, program goals, and sequence timing of key issues and milestones, also methods of evaluating the effectiveness of adaptive planning; ability to plan and organize projects, lead analytical study teams, negotiating effectively with management in other Directorates and external organizations; skill to provide thorough advice and input to command level guidance, regional plans and exercises.
