Duties

You will serve as the Lead Business Financial Manager (BFM) in support of the PMW 740 International C4I Integration program office within PEO C4I. You will work with Foreign Military Sales (FMS). You will support the Program Management Office (PMW) regarding all Planning, Programming, Budgeting, and Execution (PPB and E) activities. You will be responsible for initiating special studies as required to research and respond to various fiscal management challenges. You will provide business and financial management support, program evaluation, and management expertise to the Program Manager, Deputy Program Manager, Division Leads, Assistant Program Managers, and the DPEO Manpower and Budget. You will prepare, oversee, and support preparation of business portions of program documentation and demonstrate knowledge of various standard program analysis processes. You will demonstrate leadership abilities in the coordination and formulation of complete and accurate budget documentation consistent with program plans. You will participate in activities to analyze, improve, and implement fiscal management processes and tools across the Command. You will advise program managers on communicating program or project requirements (e.g., integrated product team, working groups, technical exchange) for meeting a program's strategic objectives. You will develop, coordinate, and implement plans of action and milestones (POAMs) for meeting program requirements. You will collaborate with stakeholders (e.g., integrated product teams (IPTs), command, control, communications, computers, intelligence (C4l) integrated product team (IPT), working groups, technical exchange) to define program requirements. You will adhere to and communicate Equal Employment Opportunity (EEO) policies to junior level employees to support the operations. You will exercise leadership in carrying out assigned supervisory duties (e.g., counseling, support of EEO programs) to resolve conflicts among juniors.

  • This position requires a Secret security clearance with the ability to obtain and maintain Top Secret/SCI.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with the preparation and oversight of business portions of program acquisition documentation and knowledge of various standard program analysis processes. Personally initiates special studies as required to research and respond to various fiscal management challenges. Supports the Program Management Office (PMW) regarding all Planning, Programming, Budgeting, and Execution (PPB&E) activities. Implements the use of the Command Global Work Breakdown Structures (WBS) as a common business practice. This position works with Foreign Military Sales (FMS).
