Duties

As a Supervisory Management and Program Analyst, GS-14 you will perform the following duties: Serving as an expert for all HR procurement and contracting actions to ensure the entire span of the acquisition life cycle for purchases and contracts/agreements conform to established objectives, policies, procedures, and timelines. Ensuring the program stays within its position management level, tracks office staffing levels and position assignments, maintains hiring status reports, and assigns positions to the correct organizational code. Identifying and resolving all problematic administrative issues impacting the program's staff. Administering and formulating the development/implementation of general administrative procedures and policies.

  • Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.

You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as: Managing assignments that span the acquisition life cycle from the initial planning, through describing complex technical requirements, market research, proposal evaluation, contract monitoring, performance assessment and problem resolution. Performing position management functions by maintaining the office's table of organization, initiating and tracking personnel actions, tracking vacancies and the status of hiring actions, and maintaining organizational charts. Overseeing administrative programs involving the coordination of miscellaneous and administrative services such as travel; management and maintenance of property, supplies, and equipment; space and facilities management; and/or correspondence control. Preparing reports/correspondence for submission to upper management regarding the status of assigned projects. Certification Requirement: The incumbent must obtain and maintain Level II Contracting Officer's Representative (COR) certification. Federal Acquisition Certification COR III certification must also be obtained prior to entry on duty or within one year of reporting onboard. Qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification.
