The VA Northeast Ohio Healthcare System is recruiting for a Program Specialist. The Program Specialist will function in Medicine Service.
Duties
Program Administration
-Plans, organizes, coordinates, implements, directs, integrates, controls, and evaluates the Lung Cancer Screening Program within our region, including Community Based Outpatient Clinics (CBOCS)
-Implements changes in the delivery of patient care related to lung cancer screening and assists/advises facility physician and advanced practice provider leads and lung cancer screening RN personnel in managing the program
-Acts as a resource in planning, reviewing, or revising policies and procedures
-Works collaboratively with managers and specific specialties in the implementation of lung cancer screening across VA Northeast Ohio Healthcare System
-Develops strategies for program development and implementation whenever new technologies are introduced
-Reports shortfalls and provides suggestions for improving the program to local Lung Precision Oncology Program and Medical Center leadership
-Collaborates with other program coordinators to improve and coordinate efforts and to develop program strategies and marketing at the regional level, and will participate in community education programs, as needed
-Stays informed of statutory and voluntary standards/regulations and requirements of VA and non-VA lung cancer screening programs
-Promotes collaborative working relationships, creative problem solving, and flexibility;
-Recognizes and encourages growth in others and motivates others in a positive manner
-Assesses the impact of change on the specialties within the Health Care System and will provide staff development opportunities
-Aids in development and maintenance of a centralized data storage application (such as Sharepoint, Microsoft Teams, Shared Drive, etc.)
-Develops local practices to monitor workload capture and coding to ensure maximization of VERA reimbursement
-Monitors utilization, fiscal impact, challenges, and outcomes of the program
-Analyzes trends in CBOC utilization to adjust the program to the changing needs of rural Veterans
-Prepares and proposes annual budget for short- and long-range acquisition of equipment in conjunction with the Office of Information & Technology (OI&T) and Logistics/Procurement
-Performs work in support of purchasing and/or procurement of services, products, supplies, and equipment
-Conducts reviews on a regular basis to identify and resolve staff concerns regarding technology and patient encounters
-Serves as a specialist and collaborates with facility and VISN Committees to maximize support of lung cancer screening
-Maintains close collaboration with the VISN to assure the program is run efficiently and appropriately
-Provides data to VISN 10 leadership as requested
Data Analysis
-Serves as the Data Manager for the Lung Precision Oncology Program
-Pulls and reviews appropriate supply and demand for the LPOP program via a variety of VSSC reports or facility/service-specific dashboards
-Develops backlog reduction plans when access challenges exist by analyzing supply & demand
-Reviews provider utilization including and provides corresponding recommendations to clinical leadership
-Reviews all labor mapping of providers within the LPOP program at least quarterly and ensures accuracy of programming in the DSS system
-Reviews and manages the consult process for the assigned clinical section(s) by closely analyzing deviations above the expected baselines
-Analyzes numerous clinical documentation reports within the assigned clinical section(s)
-Other reports/data analysis as assigned.
Technical Guidance & Management
-Provides coordination, instruction, and education to other VA support staff to ensure that patients receive appointments within expected timeframes
-Manages and tracks patients who need to be outsourced for their clinical care ensuring that appropriate processes and communications are complete
-Coordinates and supports clinical sections through the semi-annual Continuous Practice Evaluation, Professional Practice Evaluation and Focused Professional Practice Evaluation for all providers within the assigned clinical section(s)
-Maintains current knowledge and thoroughly understands local, VISN and national policies on data issues that impact the LPOP
-Provides technical guidance to LPOP clinical leadership
-Develops and updates training materials and guidance documents as it pertains to LPOP processes, procedures, and intricacies
-Uses a broad range of virtual telecommunication methods as well as face to face meetings; selects the most effective communication method to meet clinical section, facility, and agency goals
-Performs other duties as assigned
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.

GS-7
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Explaining or providing guidance on laws, regulations, policies, standards, or procedures to management and personnel. Using a computer to process and analyze data. Developing and exchanging information, resolving operating problems and making recommendations. Analyzing or interpreting data or other information. Using various software applications such as but not limited to spreadsheets, word processing, and graphics, databases, as well as various functions and features of several programs in each category. Analyzing problems to frame the issue, formulating unique alternatives to resolve, and presenting recommended solutions. Using established methods, practices, and criteria to identify, study, and recommend solutions for resolving conventional problems or questions. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 fully year of graduate level education or Superior Academic Achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. (Only graduate education can be used for when combining education & experience to qualify at the GS-7).
GS-9
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting in processing administrative issues. Acquiring and maintaining a working knowledge of relevant laws, regulations, standards, or procedures. Promoting and maintaining good working relationships with key individuals or groups. Monitoring, maintaining, and updating data, records, or other information. Reviewing reports, documents, records, data or other information. Coordinating training programs and processing new hire paperwork. Assisting with creating and maintaining rotation schedules. Performing data management, tracking and reporting functions utilizing excel databases, including accreditation databases. Preparing for, organizing, and participating in accreditation site visits. Collecting, compiling, and organizing information. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree. OR,
Combined Education & Experience: Possess a combination of qualifying specialized experience and education as described above to qualify at the GS-9 level. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (The applicant's first year of graduate study is not qualifying for GS-9).

Physical Requirements: This position is mostly sedentary; however, some walking bending, stooping, and carrying light weight items is required.
