This position is located in the Office of Human Resources (OHR), Division of Health Professions Support (DHPS) in Rockville, Maryland. The incumbent serves as the IHS Loan Repayment Program (LRP) Branch Chief and oversees the management activities of the IHS LRP to include developing, directing, evaluating, administering, the IHS Loan Repayment Program (LRP) governed by the Indian Health Care Improvement Act and Indian Health Professions Grant programs.
Duties
The LRP Branch Chief is responsible for advising DHPS leadership and other agency stakeholders on the IHS LRP objectives, policies, and priorities; providing leadership, direction, and oversight of agency wide programs that support the IHS organization, Tribal, and Urban Indian Health programs.
Loan Repayment Program Management:
- Plans, develops, and implements the objectives, policies and procedures of the overall IHS LRP. Formulates proposals
for new legislation and regulations and evaluated possible impacts on the LRP and associated programs i.e., IHS
Scholarship and Recruitment Programs.
- Directs the development of loan repayment material, including developing and validating loan repayment applications;
applicant information bulletins, and application packets with related forms; promotional literature and program updates.
- Directs the process of recruiting and selecting applicants for the IHSLRP. Develops, tests, and scores applications
criterion-based system, which identifies applicants for selection. Makes final determination on match and contract award
for LRP.
Program Data/Information Management:
- Directs the monitoring activities relating to program participants. Oversees the development, scheduling, distribution,
collection, verification, updating, and editing of all LRP data. Makes final decisions regarding complex requests,
determines appropriateness or participation in terms of legislative and regulatory requirements and informs Director of
cases requiring exceptions to policy.
- Coordinates and collaborates with the Default/Waiver- Coordinator, the determination of breach of contract, the
processing of requests for default, waiver or suspension, and the crediting of all or part of the service obligation.
- Determines regulatory and policy interpretations and directs the initiation of appropriate actions and notification of
concerned staff.
- Directs all activities relating to determination of compliance and non-compliance with the statutes and regulations of
applicants, and awardees. As necessary, initiates appropriate actions and notifications of non-compliant cases to
appropriate personnel.
- Oversees the organization and maintenance of a complex electronic record keeping and filing system that involves
automated mechanisms. Directs activities of the Branch with those of other Branches, Divisions, and Area Offices to
assure accurate and complete data/information of all applicants and recipients.
Supervisory Responsibilities:
- Serves as a first level supervisor directing a staff and conducting activities to include, but not limited to:
- Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for
completion of work (Develops work plans);
- Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of
assignments, and the capabilities of employee;
- Evaluates employee performance and ensures employees are recognized and rewarded for high quality work, or that
corrective action is taken when appropriate;
- Identify developmental and training needs of employees, providing or arranging for needed development and training;
and, Interviews candidates for positions and recommends or selects employees; Approves promotions or reassignments;
- Adheres to IHS and government-wide regulations concerning travel, training and administrative leave.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector. Examples of qualifying specialized experience must include, but not limited to:
Experience leading grant and/or loan program management functions to ensure operational efficiency, evaluation quality, and execution of such programs in compliance with applicable laws and regulations; AND
Experience collecting, analyzing and presenting datasets to highlight program utilization, performance and programmatic issues; AND
Experience analyzing and deciphering data to develop visualizations to share in consumable formats; AND,
Experience analyzing proposed legislation, regulations, policies, or procedures to access existing operational and/or future organization initiatives.
