This position serves as the Lease and Activations Manager for the Veterans Integrated Service Network (VISN 5)and as a member of the VISN 5 Capital Asset Management Program. The Lease and Activations Manager manages and conducts oversight over medical facility lease and activation operations associated with VISN 5 's leased capital assets consisting of land, buildings and structures.

Duties

Duties include but are not limited to : Lease Program Coordination :The VISN Lease and Activation Manager serves as the technical expert/consultant to all VISN medical centers for lease program and activation related activities. The VISN Lease and Activation Manager provides oversight of the Minor Leases (lease with annual un­serviced rent of less than $1 M), Mid-Level Leases (lease with annual un-serviced rent between $1 M and GSA prospectus lease threshold) and Major Leases (lease with un-serviced annual rent greater than GSA prospectus lease threshold). The GSA prospectus lease threshold may change from year to year. Provide authoritative advice to VISN 5 medical centers on short and long term planning and implementation of building management though complex lease agreements. Coordinate procedures and methods relating to the space/building equipment maintenance including repair and replacement, building repairs and alterations, space requirements, energy utilization, safety and environmental issues, concessions, and telecommunication alterations in direct support of Community-Based Outpatient Clinics (CBOCs) and other VISN facility leased spaces. Serves as the primary point of contact with staff in VISN 5 leased buildings regarding building management issues. Interacts extensively with staff on a reoccurring basis to assess the facility and service needs for prioritization, facilitate the meeting or exceeding of those priorities and to assure that the procedures used to obtain services are responsive and customer focused. Independently investigate complaints received from a variety of sources to determine responsibilities of the parties by the thorough knowledge of contracted terms and interpretation of lease provisions to execute the best course of resolution. Healthcare Planning, Design and Activation: The VISN Lease and Activation Manager provides information to the Capital Assets Manager regarding various Capital Planning needs for the Network Office and associated leases to include information on the status of all assigned ongoing project activities. The position develops initial concept documents, creates and maintains project and lease applications in multiple VA database systems, such as the Veterans Support Service Center (VSSC), Strategic Capital Investment Planning (SCIP) Tool, and Capital Assets Inventory (CAI). Incumbent is proficient in use of VA Space and Equipment Planning System (SEPS) - for creating Program for Design (PFD) and associated activation reports. Tracks and manages the status, changes and updates to projects over their life cycle. Lease Contract Administration: The VISN Lease and Activation Manager provides oversight and coordinates with facility COR during lease buildout and activation. Incumbent works with COR using independent expert judgment in evaluating and performing scheduling and layout of operations, inspection, and surveillance of materials, methods, and equipment used in construction build out and/or tenant improvements. Responsible for assuring project compliance with drawings and specifications, administering A/E and VA Headquarters review processes, assuring safety practices, and making sound recommendations to appropriate leadership for action. Coordinating and overseeing work in an occupied healthcare environment requires the incumbent to have knowledge of complex medical systems and is responsible to coordinate work while keeping patients safe and the medical facility operational. Work Schedule: 8:00 AM -4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: capital planning, fiscal planning, project development, project renovation, modernization, construction work, and lease portfolio management. Physical Requirements: The work is primarily sedentary, performed in an office environment. However, inspections and other field work, indoors and outside, require frequent walking, prolonged standing, bending, climbing ladders, driving, crawling in crawl space, some activity on rough and uneven surfaces, etc. Work may also require exposure to hazardous materials or conditions which require the wearing of personal protective equipment. There also may be an occasion to carry items, e.g., files, and boxes containing deliverable supplies, and potentially furnishings as associated with activation of new spaces.
