The position acts on a Re-employment Annuitant (REA) basis in serving as a senior Building Management Specialist for FMSD with responsibilities for performing a wide range of facilities management duties and responsibilities that include acting as the senior Building Manager at Departmental sites in the National Capital Region (NCR).
Duties
Serves as a senior building management SME in assisting the FMS Deputy Director and Office Director to plan and implement the A Bureau’s cradle-to-grave Real Property Asset Management policies for the Department’s domestic real estate portfolio.
Advises FMSD Chief, FMS Deputy Director and Office Director and OPR Managing Director regarding short, medium and long-range goals and objectives for improving the facility management program.

Develops plans for FMS contractual building services, and serves as a technical advisor to Contracting Officers for matters pertaining to the operation, maintenance, repair, preservation, alteration, equipment and custody of the building(s).
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in the maintenance and operation of buildings or facilities which require providing solutions to complex technical problems. These might include planning repairs and replacements of equipment and major building systems and sub-systems (e.g., water, electrical, mechanical, emergency, and standby power systems); analyzing the effectiveness and efficiency of building operation programs; and fiscal, human and technological resources.
Experience with contract administration, including, monitoring contractor performance and adherence to work specifications and milestones.
Experience managing a budget to include developing a budget, recommending the allocation of resources, and presenting and justifying the request for budgeted resources for an organization.
There is no substitute of education for specialized experience for the GS-14 position.
