This position is assigned to the Department of State (DOS), Bureau of Administration (A), Office of Operations(OPR), Office of Facilities Management Services (FMS), Facilities Maintenance Services Division (FMSD), Facilities and Projects Branch.
Duties
Provides multifunctional expertise and supervision to technical and professional staff on the full range of life cycle project management activities including life-cycle cost analyses; physical security; and equipment-use and maintenance training.
Manages and coordinates all aspects of construction. Provides oversight of renovation projects.
Assigns work based on priorities, requirements of assignments, and capabilities of employees.
Develops detailed scope of work for contractual building services and repairs.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing technical expertise, management and support to operate and maintain the infrastructure, and related equipment of a large-scale facility, small projects and/or manage O&M and Projects in a series of diverse owned, delegated and/or leased buildings/facilities.
Experience serving as a Contracting Officer's Representative (COR), including contract administration, monitoring contractor performance and adherence to work specifications and milestones, and maintaining a COR file.
Experience developing and implementing long-range/multi-year facility program goals including facility assessments and annual maintenance plans.
Experience establishing and mainlining effective collaborative relationships with customers, colleagues, and senior management.
Experience preparing scope of work requirements, construction plans/ specifications, experience monitoring contracts and contractors.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

There is no substitute of education for specialized experience for the GS-14 position.
