About the Position: Serve as a Management Analyst (Manpower) in a Medical Treatment Facility, responsible for evaluating management processes related to manpower utilization and distribution, organizational structure, workload, work methods, and/or similar management functions and other studies.
This is a Direct Hire Solicitation.
Duties
Assist with the development of policies and procedures for personnel programs.
Provide data to initiate automated system change requests on a routine basis.
Monitor workload against established Efficiency Reviews to note trends.
Prepare advisories and/or recommendations for leadership, managers, and staff when significant increases/decreases or other fluctuations or changes are noted.
Develop and maintains detailed Performance Work Statements and identifies valid Performance Indicators for area(s) under review.
Perform reviews in the context of knowledge, skills, abilities, speed, volume and quality requirements of work processes vice cost effectiveness, labor market availability of skills and training potential of current work force.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to obtain necessary immunizations (i.e., Hepatitis B, annual influenza) unless exempted by a physician.
- Obtain and/or maintain a Secret Security Clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination. A candidate selected to this position will be required to sign a statement consenting to annual seasonal influenza vaccination.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires a SECRET National Agency Check w/ Inquiries (ANACI) background check
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) performing studies i.e., staffing standards, operational audits for organizational structures, manpower utilization, and work methods/procedures; 2) preparing briefs for leadership, managers, and staff on efficiency, findings, and recommendations and; 3) assisting with evaluating job processes, working conditions, space layout and utilization and workflow to meet organizational needs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management, Human Relation, etc.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
