About the Position: The position is located at Navy Hospital in Pensacola, FL
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in Department of Defense (DoD) to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Analyze validated average monthly data for medical providers.
Collects and analyzes data to determine the effective applications of Medical Expense and Performance Reporting System (MEPRS) standards.
Collects and consolidates a large statistical database containing quantity and characteristics data for assigned work centers.
Analyzes and tracks monthly financial data to validate expense and investment codes, program element codes, responsibility center cost codes, and standard elements of expense codes.
Ensures reported data meets guidance provided and allows for an audit trail for verification.
Conducts audit/reconciliation at different levels of the MEPRS Program.
Develops audit criteria to validate compliance for reported clinical inpatient and outpatient workload, personnel time-reporting, and financial reconciliation on monthly basis.
Serves as the first level supervisor performing supervisory responsibilities, prepares performance plans, evaluates, and prepared formal performance appraisals.
Maintains information from activities for implementation into Defense Medical Human Resource System-internet (DMHRSi).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to obtain necessary immunizations (i.e., Hepatitis B, annual influenza) unless exempted by a physician.
- This position has a TDY or business travel requirement of 10% of the time to various locations. This may require travel on military aircraft, ships, and vehicles.
- Must possess and maintain a valid US State issued driver's license.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes providing support by analyzing man-hour data in a time card system and collecting, reviewing and maintaining manpower data by evaluating, advising and or coordinating statistical data, reporting financial data, to adhere for compliance for auditing purposes, coordinating workload activities, and/or assisting with personnel related assignments.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field
which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Finance, Business Administration, Technology Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
