You will serve as a Personnel Security Specialist in the Executive Support Staff (Code 1100), Security and Fire Office (Code 1120), Personnel Security Division (Code 1127) of NORFOLK NAVAL SHIPYARD.

Duties

You will develop, maintain, and evaluate the continuing operations and implementation of changes in policy and/or direction regarding personnel security. You will assure that employment of personnel in sensitive positions or access by employees and others to secured information, assets, and materials is consistent with position sensitivity and in the national interest. You will interpret and define policy guidelines from higher level managers. You will monitor compliance with the Department of the Navy's Information and Personnel Security Program requirements. You will manage personnel folders for all civilian employees assigned to Norfolk Naval Shipyard. You will update and maintain database for all civilians with security clearance information. You will ensure accuracy of investigation forms and certificates of clearance. You will check clearance and verify security clearance for civilians, contractors and military for the Pass and ID office.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to successfully complete a pre-appointment physical examination.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position requires you to obtain and maintain Center for Development of Security Excellence (CDSE) Sped Certification within 2 years of onboarding via the Security Professional Education Development (SPeD) Certification Program.

Qualifications

GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience implementing knowledge of wide range of personnel security principles, security concepts, policies and objectives of the Department of Defense, Department of the Navy, NAVSEA and Norfolk Naval Shipyard. Experience developing, implementing, maintaining, and evaluating the personnel security program. Experience resolving complex personnel security clearance issues. Experience providing advice and guidance to shipyard management concerning the many personnel security issues. Experience providing expertise to solve a variety of security problems or issues, and interpreting, adapting, and implementing program changes and enhancements. Experience in oral and written communication with the ability to communicate with all levels of command and various backgrounds. GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience implementing knowledge of wide range of personnel security principles, security concepts, policies and objectives of the Department of Defense, Department of the Navy, NAVSEA and Norfolk Naval Shipyard. Experience resolving complex personnel security clearance issues. Experience providing expertise to solve a variety of security problems or issues, and interpreting, adapting, and implementing program changes and enhancements. Experience in oral and written communication with the ability to communicate with all levels of command and various backgrounds. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09
master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

GS-07
1 full year of graduate level education

or

superior academic achievement
