About the Position:
This position is located at the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD (HA)) in Fort Sam Houston, TX.
Recruitment or relocation incentives MAY be authorized for highly qualified candidates.
Salary negotiation may be available for those candidates who are new to Federal service.
Duties
Conduct programmatic studies to ensure procedural compliance with resource management principles.
Analyze data flows and relationships with an objective to improve efficiency and be adaptive to systems developed in the future.
Reviews and evaluates proposed changes in missions, functions, and delegations of authority.
Advise and assist leadership in the preparation of requirements schedules for both appropriated and reimbursable programs.
Provides to activities, GFEBS obligation data, financial data and statistical analysis of financial and accounting systems information.
Performs analysis and interpretation of financial statements and reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a background security check.
- This position requires certification in Financial Management at Certification Level 3. The incumbent must be certified or working toward his/her certification. Certification must be obtained within 24 months of EOD.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.

Specialized Experience: This position requires one year of specialized experience which includes utilizing financial and federal systems (such as but not limited to GFEBS, Funds Control Module (FCM), and/or Global Combat Support System-Army(GCSS-Army) and DMLSS); evaluating the effectiveness of financial management systems and providing recommendations on how to resolve complex financial management issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
