The primary purpose of this position is the command level systems integrator position defines requirements, analyzes state-of-the-art information technology systems, and develops budget strategy to ensure seamless horizontal and vertical integration of cyber systems supporting existing and emerging expeditionary combat, homeland defense, and homeland security missions.
Duties
Analyzes complex processes and/or a variety of unusual problems, questions, or conditions relative to the design and/or selection of management information systems and applications software technology.
Develops feasibility studies and participates in special projects to maintain required programs and support the needs of the user.
Performs as a technical advisor to functional users of IT.
Represents the organization at meetings and conferences, presents briefings and establishes/maintains effective work relationships at various command levels.

- The employee is required to complete training required to obtain and maintain appropriate acquisition credentials, e.g., the Defense Acquisition Workforce Improvement Act (DAWIA) IT Level 1 Certification
- The employee is required to obtain and maintain the DoD 8570 1AM Level II Certification within six (6) months of assignment. Information Assurance Certification is a condition of employment
- This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position
- The employee will be required to obtain and maintain a Certified Associate in Project Management (CAPM) or equivalent education certificate
- This position has been designated by the Air Force as a Testing Designated Position (TOP) under the Air Force Civilian Drug Demand Reduction Program.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5 (Code "O")

Qualifications
In order to qualify, you must meet the Information Technology (IT) Management Series, 2210 (Alternative A) Individual Occupational Requirements (IOR) described in the Office of Personnel Management (OPM) Qualification Standards.

INDIVIDUAL OCCUPATIONAL REQUIREMENT
Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of project execution and monitoring and control practices to include configuration control and configuration management and knowledge, skills and abilities as a project manager to work through the requirement and solution development, and project management processes to initiate, plan, execute, monitor, control and close technical and interdependent projects.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of Project Management, Cyber Surety, Enterprise Architecture and IT management principles, concepts, and methods. Ability to apply attention to detail and translate subject area knowledge to work products and to reviews of incoming documentation received in response to project work or action officer (AO) work.
Knowledge of the agency policy and planning formulation process along with agency missions, TT architecture and IT management and planning objectives. Ability to maintain an up-to-date awareness of technological advances and predict how they create vulnerabilities and how management can use technologies to meet future requirement performance specifications.
Knowledge of federal and Service budgetary processes, cost-benefit analysis and business case analysis methods needed to prepare persuasive budget recommendations in support of IT requirements. Ability to effectively and efficiently use AF standard software including MS Office suite of products (including Outlook, Edge/Explorer, Skype/Lyne, Word, Excel, Access, PowerPoint, Project, Visio, and SharePoint)
Knowledge of development and use of system architecture views and models, integration techniques, and testing methods used to ensure delivered product or service fulfills agency and customer expectations.
Knowledge of the principles, methods, and tools of project management, schedule control, risk management and quality assurance used to ensure a product or service fulfills functional specifications and standards.
Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
