You will serve as a Information Technology Specialist (Systems Analysis) in the Information Technology & Cyber Security Department (Code 109) of PSNS and IMF.

Duties

You will provide administrative management of Commercial Off The Shelf (COTS) applications to include inventory, version maintenance compliance and renewal. You will perform administrative management for DoN Application and Database Management System (DADMS) the Department of the Navy's authoritative data source for system, application, database, network, and server information. You will perform administrative management for the Information Technology Procurement Request (ITPR) process for software and hardware via the Navy Information Technology Approval System (NAV-ITAS). You will perform analyses to define opportunities for new or improved business process solutions using Commercial Off The Shelf (COTS) applications. You will assist the Branch Manager with initiating studies of major Commercial Off The Shelf (COTS) information processing systems. You will provide advice and guidance to the Branch Manager on a wide range and variety of complex Information Technology (IT) issues to Information Technology and non-Information Technology personnel and users. You will develop guidance and procedures for implementation of integrating, maintaining, and/or modifying Commercial Off The Shelf (COTS) systems. You will plan, develop, and maintain software requirements, design, software, hardware, documentation, and procedures. You will assist on various Information Technology projects as a project team member assigned by the Project Manager.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Technical Support Spec. level Intermediate within 12 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing system analysis or feasibility studies of Information Technology (IT) computer applications and processing issues as it relates to customer support requirements of commercial off the shelf (COTS) applications. In addition, your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: delivering customer support services and possesses the fundamental knowledge to participate in system analysis or feasibility studies of Information Technology (IT) computer applications and processing issues as it relates to customer support requirements of commercial off the shelf (COTS) applications. In addition, your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Applies systems analysis methods, tools, and techniques to evaluate established methods and procedures and prepare recommendations for changes in methods and practices where appropriate. 2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Meets with customers to collect information about business requirements. 3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Presents or briefs customers on computer technology practices and processes that will improve efficiency and effectiveness. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Analyzes and evaluates problems related to the functionality of computer systems to provide solutions. GS-9:

Successfully completed a master's or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR
Successfully completed 2 full years (36 hours) of progressively higher graduate level education leading to a master's degree or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR
A combination of experience and graduate education as described above that equates to one year of experience.

GS-11:
Successfully completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
OR
Successfully completed 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
