About the Position: Serve as a Management Analyst for the Assistant Secretary of the Army (M&RA), Manpower Analysis Agency located in Fort Belvoir, Fairfax, VA.
Duties
Plan, coordinate, schedule, and leads highly complex, Agency-wide manpower and organizational studies.
Conduct statistical analysis in order to develop workload-based templates, organizational designs, functional models, and applications.
Interpret/promulgate policies and doctrinal regulations related to management functions, programs, and methodologies such as: organization study, management study, efficiency review, and requirements determination.
Evaluate existing or proposed policies in terms of manpower resource implications.
Serve as technical expert and team leader in conducting manpower workload and organizational analysis studies to include quick response studies for the Agency leadership.
Provides analysis and manpower recommendations to the Agency's manpower funding board program.
Provide guidance and assistance to subordinate agencies, installations, and other customers.
Lead/conduct research to develop plans and methods and to identify problem areas, and to make technically sound problem-solving recommendations to Agency leadership.
Requirements

- Must be able to obtain and maintain a Secret security clearance.

Specialized Experience: One year of specialized experience which includes conducting complex analysis of programs focusing on manpower requirements, management programs, and studies; interpreting policies and regulations related to management functions, programs, and methodologies; assisting in the development of workload based staffing standards and performance metrics to determine organizational manning levels; determining and recommending best business practices, organizational changes, or improvements in manpower structures, staffing, work methods, and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
