Duties
The Associate Chief Counsel, Procedure & Administration (P&A) is located in Washington, DC and is comprised of approximately 100 attorneys and 80 support personnel. The primary work areas provide legal services in federal tax procedure and administration. The office's responsibilities include legal issues arising out of the assessment and collection of federal taxes, bankruptcy, ethics, abatement, credits, refunds of federal taxes, judicial proceedings, and disclosure of Freedom of Information Act (FOIA) and Privacy Act matters.
As a Supervisory Legal Administrative Specialist, you will:
Plan, assign and review the work of the Disclosure Support Section for technical accuracy, including the public release of documents subject to I.R.C. § 6110 or the FOIA, and provide assistance on other disclosure matters.
Provide assistance to attorneys in the preparation of cases for litigation, establish and maintain records pertaining to various reporting responsibilities, and participate in special projects.
Assess the impact of new or modified requirements affecting the section, develop and implement plans to meet changes in workload requirements, and propose and justify revisions to staffing levels, work priorities and work processes to implement new or modified requirements.
Develop procedures for obtaining workload statistics and caseload inventories, regularly review and analyze data relating to the flow of work production and take immediate and appropriate steps to correct noted deficiencies.
Develop statistical and management reports, along with recommendations, for procedural and other changes necessary to adjust work processes and staffing requirements of the section to keep pace with the day-to-day needs of the Office of Chief Counsel.
Develop written instructions to keep section employees informed of methods and procedures for processing work, and issue special instructions for complex assignments and procedures. Ensure that staff are promptly informed of new procedures that impact their operation.

Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Experience preparing responses to Freedom of Information Act (FOIA) requests for information, including identifying and redacting information exempt under FOIA; experience gathering and organizing data from various sources; experience assisting with legal and/or administrative studies and the presentation of findings to management; experience providing technical and clerical support to attorneys and other legal personnel; experience coordinating the work of legal support staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
