About the Position: This position serves as a Management Analyst (Strategic Human Capital) in the Army Material Command (AMC) Headquarters G1.
Duties
Expert knowledge of analytical and evaluative methods for assessing and applying data management techniques and processes.
Extract data from various automated reporting systems to evaluate workforce conditions and trends; prepares reports, charts, and briefings; and develops strategies to address Human Resources (HR) issues.
Provide assistance in the development of a human capital vision and strategic plan for the AMC enterprise including the development of goals and objectives.
Conduct broad research and analysis into strategic initiatives to explore alternatives and concepts for developing recommended changes to the strategic direction.
Analyze HR reports, surveys and other information; evaluates problems, deficiencies and inadequacies identified; and develops reports and recommendations.
Plan, initiate, and lead complex studies and projects related to strategic planning, including development of measures of effectiveness.
Research HR laws, policies, regulations and reference material; analyzes information; selects appropriate approaches; and provides expert advice in the solution of complex problems.
Analyze, evaluate, and develop major aspects of HR and strategic initiative programs that require isolating and defining unknown conditions, resolving critical problems, or developing new concepts and methodologies.
Requirements
- Must be able to obtain and maintain a secret security clearance.
- Percentage of time to be spent Temporary Duty Travel (TDY) is 15%.

Specialized Experience: One year of specialized experience which includes planning, initiating, and leading complex studies and projects related to human resources (HR) strategic planning; extracting HR data from various automated reporting systems, applying data analytics to information, and developing products (i.e. reports, charts, briefings); assessing strategic human capital initiatives to develop recommended changes; and researching and analyzing HR laws, policies, regulations, and reference material to provide recommendations and solutions for complex problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
