As a Program Analyst at the GS-0343-12, you will be part of Retirement Services Office of Personnel Management. If selected, you will be responsible for recurring and ad hoc evaluations of Retirement Services (RS) programs, systems, initiatives, and workloads throughout Retirement Services (RS).
Duties
Participate in the development and implementation of methods to measure such factors as accuracy, effectiveness of controls, adequacy of resources, understanding of procedures, and timeliness of processing.
Assess the accuracy of adjudication of retirement and survivor benefits under both the Civil Service Retirement System (CSRS) and the Federal Employees Retirement System (FERS).
Review benefits awarded under the Federal Employees Health Benefits (FEHB) Program and the Federal Employees Group Life Insurance (FEGLI) Program, including entitlement, premiums, and designations.
Analyze existing laws, regulations, policies, and procedures to determine both compliance and adequacy.
Qualifications
For the GS12: You must have at least one year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the private or public sector) performing ALL of the following tasks:
Assessing the adjudication of CSRS and/or FERS;
Developing, revising, and overseeing procedures and work methods;
Producing clear written and oral reports on complex subjects for presentation;
Analyzing procedures governing the retirement and insurance programs administered by OPM to ensure compliance with applicable laws, regulations and policies; and
Collaborating with internal and external customers to analyze and resolves problems.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS 12 level.
