This position serves as a Program Analyst responsible for coordination with various levels of management for collecting, maintaining, reviewing, analyzing, evaluating and reporting on a variety of program management, evaluation and execution data for use in senior level decision-making on strategic plans and program initiatives, program goals and objectives.
Duties

You're excited to serves as the analyst responsible for complex reviews, studies and analyses and the provision of management advisory services regarding the effectiveness of USPTO Intellectual Property outreach programs, operations and services for the region, public and community.
You have the ability to facilitate the administrative and executive support work and delivery of office operations and services through developing program analysis reports for identifying and analyzing the efficiency, effectiveness and impact of organizational trends; deficiencies; management programs; automated systems and tools; and plans, policies, regulations and procedures.
You're prepared to serve as point-of-contact and liaison with counterparts in the Undersecretary's Office, and perform assignments that are confidential, time critical, and sensitive in nature.
You have experience providing a variety of administrative and program analysis/management matters as needed to an agency or organization.

Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-9.
Specialized experience for this position includes:
Experience overseeing administrative processes and programs in an organization to make recommendations on the overall effectiveness for program operations.
Experience managing tracking and reporting databases to gather and disseminate data for reporting purposes.
Experience accessing databases, creating queries and reports using applications such as SharePoint, CRM, R, Alteryx, Python, or tableau.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may be substituted for experience at the GS-11 grade level if the following is met:
- Ph.D. or equivalent doctoral degree (if related); or
- 3 full years of progressively higher level graduate education leading to such a degree (if related); or
- LL.M.
