The primary purpose of this position is to serve as program analyst providing integration and oversight of Special Access Program (SAP)/Controlled Access Program (CAP) functions within 480 ISRW capabilities development, requirements analysis, and AF DCGS enterprise futures planning/programmatic functions.
Duties
DUTY 1: Serves as 480 ISRW senior program specialist and integrator of Special Access Program (SAP) / Controlled Access Program (CAP) and emerging capabilities into wing planning and programming. Coordinates with Headquarters Air Force (HAF), MAJCOM, NAF, CCMD, as well as the Rapid Capabilities Office (RCO) and other federal government agencies to identify and ensure future and emerging capabilities are fully integrated and represented in 480 ISRW planning, programming, and resourcing efforts for future development and support.
DUTY 2: Serves as the Wing's SAP/CAP senior analyst -identifying future capability needs and shortfalls and providing required documentation to support AF Program Objective Memorandum (AF POM) submissions to off-set those gaps. Works with MAJCOM and above agencies to identify specific requirements that can be included in future year AF POM requirements.
DUTY 3: Provides enterprise and subordinate organizations worldwide with guidance on aspects of Advanced Program management.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extensive, in-depth knowledge of a wide range of concepts, principles, practices, policies and directives governing all Special Access Programs (SAP) and Compartment Access Program (CAP) programs. Extensive knowledge of comprehensive range of SAP/CAP regulations as well as extensive experience in planning, programming and budgeting for future year requirements. Knowledge of SAP/CAP concepts including an understanding of DoD Instructions and Joint Publications defining the security controls and principles of managing Special/Compartmented Access Programs. Extensive knowledge of advance principles, concepts, and methodologies of operationalizing access to special access programs and integration into analytic operations. Experience developing and evaluating long-term programming requests for future year needs to meet mission requirements and improve the overall program effectiveness for the organization. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge and understanding of relationships between HAF, MAJCOMs, NAF and CCMDs and other government agencies/offices relevant to SAP/CAP programmatic as applicable to AF DCGS missions and procedures to mitigate conflicts of interest between multiple levels of command. Knowledge of the national intelligence community, Joint, DoD structure, organizations, mission/functions, inter-relationships, and operations.
2. Extensive knowledge of and ability to establish program objectives and develop plans to analyze problems and develop timely/economical solutions; establish program goals and assess progress and plan and organize work independently. Comprehensive knowledge and understanding of various levels of command and responsibilities relative to peer groups and chain of command and how each influences programmatic development efforts.
3. Extensive knowledge and understanding of advanced principles, concepts, and methodologies of operationalizing access to SAP/CAP data and integration into analytical operations. Ability to prepare and present programmatic documentation to justify and defend emerging advanced technologies.
4. Ability to communicate effectively both orally and in writing. Produces authoritative reports, position papers and briefings that are responsive to the needs of commanders, senior management officials and customers. Provide clear and concise findings and effectively advocate for a position.
5. Ability to work independently and coordinate with outside offices to manage SAP/CAP emerging capabilities and quantify them for incorporation into long-term wing planning documents. Knowledge of organizational structure and functions of activities across the 480 ISRW that provide various levels of support to and execution of wing missions.
6. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or justify a position effectively.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
OTHER CONDITIONS OF EMPLOYMENT CONTINUED:
This is a TERM NTE position, and a 3 calendar daybreak in service (to exclude civilian and military retirees receiving an annuity) will be required prior to appointment to this position for current Federal permanent civilian employees.
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI) other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed.
Drug Testing. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
The employee must complete a Single Scope Special Background Investigation (SSBI) and favorable adjudication by a determining authority (DCID 6/4) and must be eligible for a Top-Secret clearance with Sensitive Compartmented Information (SCI) access. The employee must be eligible and maintain eligibility for access to Special Access Program (SAP) and Controlled Access Program (CAP) programs.
