DCSA's Cyber Mission Center is seeking a Program Analyst to serve as the POC for planning, preparing, coordinating and completing budget and contract actions, staff actions, briefings, and liaison across DCSA. This is an excellent opportunity for those with experience in budgeting and contracts, acquisition policies, policy implementation, development of life cycle cost analyses, administrative support and applicable laws/policies dealing with DoD Counterintelligence and Insider Threat.
Duties
As a Program Analyst for the Cyber Mission Center, the incumbent will:
--Oversee tasks and monitor day-to-day operations and incoming and outgoing administrative and operational activities within the Cyber Mission Center involving internal requirements.
--Work collaboratively with DCSA resource program managers, human resource managers, and the Chief Financial Office to ensure program enhancements are accounted for in the Planning, Programming, and Budget Execution Processes.
--Develop, gather, and report periodic or ad hoc metrics and key performance indicators demonstrating the directorates success in achieving its goals and objectives.
--Formulate budget execution, program planning, contract management, talent acquisition, operational direction guidelines, procedures, processes, goals and objectives for the office.
--Assist in the establishment of source selection evaluations, to include developing draft source selection plans and determining acceptable levels of performance.
--Assist in administration of contracts, establishing procurement and contract goals, objectives and data collection systems for the Directorate, providing advice regarding contract strategies to best accomplish project acquisition plans.
--Provide contract development/monitoring support for services/equipment, monitor contract performance, make recommendations for revisions throughout the acquisition life cycle, and serve as a Contracting Officer's Representative (COR).

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes Applying analytical tools to evaluate program relationships and cost effectiveness; in-depth knowledge of the relationships between the program budgeted, and the agency program objectives and policies, to assess the appropriateness of short and long term financial goals; in-depth knowledge of the DoD Acquisition process, to include requirement development; leading groups; negotiating compromises on opposing positions; and persuading management to accept proposal and recommendations.
