The primary purpose of this position is to serve as the lead Product Manager for United States Special Operations Command, Chief Data Office (CDO) responsible for implementing, executing, and monitoring Data Management, Data Governance, Data Architecture and Product/Project Management Activities.

Duties

Designs and executes a strategy for implementing data and information management within given requirements and constraints. Maximizes the potential of data by applying data governance framework encompassing management of data, operating model, data policies and standards as well as the application of clearly defined data management definitions for use across the SOF Enterprise. Spearheads product development and refinement including large, high visibility products that require considerable levels of inter-departmental coordination internal and external to SOF. Provides technical data management experience and makes final technical decisions concerning the integration of new, upgraded, or modernized data systems and instrumentation.

  • Must be able to obtain and maintain a Top Secret Clearance with SCI access.
  • May occasionally be required to work other than normal duty hours. Shift work may be required which may include overtime and/or irregular hours.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Advance in hire may be authorized if there is demonstrable proof provided on your resume.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-13 (or equivalent in other pay systems) which includes: Applying multiple Information Technology disciplines to include cybersecurity, data management, software development, web design and application development, and network administration theories, principles, concepts, standards and practices; Planning and coordinating the development of data structures and access strategies; Executing the financial planning and programming processes, contracting methodologies, acquisition planning sufficient to identify and defend requirements, integrate activities, and lead teams to meet requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery level knowledge of the information systems development and maintenance process, including requirements definition, specification generation, testing/analysis methodologies and configuration management techniques to develop strategies and plans. 2. Expert knowledge of information systems functions, data base management, data element standardization, data communications, and the inter-relationships between the information mission to effectively make data visible, accessible, understandable, linkable, trusted, interoperable, and secure while planning and integrating advanced IT capabilities utilizing software architecture disciplines, knowledge management concepts in complex multi-organization environment of data management systems and techniques in an information-sharing environment of diverse technologies, and information systems. 3. Expert knowledge to apply and adapt new and improved approaches to the design, development, and implementation of data mining, data warehousing, and related data storage and retrieval systems and develop guidelines for the application of data modeling practices to the development of data management applications; able to diagnose and resolve the most complex data management problems and issues. 4. Skilled in oral and written communication to effectively present ideas to a wide, diverse audience consisting of both government and industry executives to inform and influence to gain support and shape direction being pursued in relation to data management philosophy, information, and information resource management concepts and implementation. 5. Ability to apply data mining, data storage, and data warehousing concepts, methods, and technology, data modeling methodologies, and database management systems, operating systems, technical architecture, and network topology. 6. Ability to work through the Agile methodology of project management principles, processes, procedures, planning and activity development using Scaled Agile, Scrum, and Kanban process and providing technical leadership, managing projects and providing guidance to other IT technical specialists, government employees and contractors engaged in planning and conducting studies and analyses, and developing recommendations affecting current and future Data Systems architecture. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
