Duties
OSC is a small, independent agency recruiting for a talented individual to serve as the Chief Financial Officer. The incumbent is responsible for advising OSC leadership on all aspects of financial management; implementing agency policies and programs for budget administration and formulation; and administering OSC's financial systems, Annual Strategic Plan, and Annual Financial Audit Review.
As the Chief Financial Officer, the primary purpose of this position is to serve s the principal advisor to the Principal Deputy Special Counsel, and Chief Operating Officer on financial, administrative, resource management, and support programs.
Duties performed:
Directing, developing, and evaluating the U.S Office of Special Counsel's (OSC's) budget, accounting and financial systems, and financial management services.
Providing policy direction and advice to senior management officials on matters involving budgetary guidance, strategies, financial resources, compliance, and reporting requirements.
Directing the budgetary formulation process, including preparing and justifying the budget, operating under organizational and Congressional procedures.
Managing OSC's expenditures of funds by designing, establishing, and maintaining an integrated financial management system.
Leading OSC in developing strategic goals and objectives, integrating OSC's mission, challenges, and mandates.
Administering OSC's Annual Financial Audit Review.
Qualifications
Specialized Experience:
GS-15: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Analyzing an organization's financial strengths and weaknesses to propose corrective actions;
Ensuring financial reports are accurate and completed in a timely manner;
Working with senior managers to ensure the organization has both short-term and long-term success; and
Utilizing reports to plan and provide advice to senior management.
