The primary purpose of this position is to serve as System Administrator and Cybersecurity Expert with responsibility for planning and coordinating the information security, installation, testing, modification, upgrading, operation, troubleshooting, and integration of network systems supporting enterprise level networks, individual workstations.
Duties
Performs role as System Administrator/Cybersecurity Expert: Secures, plans, coordinates, installs, and integrates software and hardware for the enterprise supporting operational infrastructure.
Provides cybersecurity technical guidance and instruction to engineers and senior IT specialists.
Serves as Senior System Administrator/Information Technology Expert.
Maintains liaison with manufacturers, professional organizations, and master level cybersecurity specialists at other installations and services regarding available products and state-of-the-art technologies and advancements.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
To qualify for this position you must also meet the qualification requirements listed at Information Technology (IT) Management Series 2210 (Alternative A) (opm.gov)
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes creditable specialized experience includes performing work that used: Knowledge of the principles and methods for integrating information system components; performance tuning tools, techniques, system diagnostic tools and fault identification techniques sufficient to install and maintain software and hardware, control current versions, future releases of application software, document the physical configuration of and information system, optimize the functionality of networks and systems and diagnose and recover failed systems NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

GS-11 (or equivalent)Ph.D. or equivalent doctoral degreeor3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, methods, and information security practices for integrating esoteric information system components with sufficient expertise to plan, coordinate, and administer computer systems, and optimize system performance.
2. Knowledge of the latest advancements in secure information technology and ability to initiate corrective or preventative action to ensure optimum performance of the system.
3. Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions.
4. Knowledge of unique operating systems, associated devices, and the interoperability of test lab systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and secure performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.
5. Ability to apply methods and information security practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to engineers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology.
6. Ability to communicate effectively both orally and in writing.
