Duties

Maintains overall responsibility for Theater level management of postal operations programs. Reviews regulations and directives relating to administration of military programs, functions, and procedures. Briefs senior military and civilian staffs and agencies on Theater postal programs. Provides effective guidance and assistance to other staff elements and subordinate units on interrelated military questions or problems that cross organization boundaries. Develops postal contingency, concept, and mobilization plans. Reviews, analyzes, and revises postal support planning requirements.

Requirements

  • Secret security clearance required.
  • This position is designated as Key.
  • Incumbent may be required to work overtime or irregular hours to meet mission demands.
  • Temporary duty travel (TDY) up to 25% of the time required.
  • One-year term trial period may be required.
  • This position is term NTE 2 years, may be extended up to six years and may be made permanent without further competition.
  • Telework is on a situational basis only and at the discretion of management and as mission dictates.

Qualifications

This position is being filled as a term position not to exceed 2 years, may be extended up to six years, and may be converted to permanent without further competition. This term position may be terminated earlier than the NTE date at management's discretion. If a current, permanent ARCENT employee: Upon termination or expiration of the term position, the employee will be returned to previously held permanent position or one comparable to one vacated (i.e. same series, grade, pay and duty location). If not a current, permanent ARCENT employee: Upon termination or expiration of the term position the employee may be responsible for securing permanent employment - placement rights back to former permanent position will be negotiated but are NOT GUARANTEED and at the losing and gaining organization's discretion. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) directing all postal operations to include but not limited to managing financial audits and developing postal programs; 2) organizing multiple projects such as Morale, Welfare, Recreation (MWR) Program; 3) developing Standard Operating Procedures (SOPs); and 4) reviewing and updating regulations and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationPlanning and EvaluatingWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
