This position is part of the DoD Civilian Acq Demo. NH-3 is equivalent to GS-12 and GS-13.
Duties
You will serve as the Subject Matter Expert (SME) responsible for converting the Navy's Nuclear Weapons Surety strategic goals into an executable acquisition strategy.
You will manage and integrate contracting timelines for all Nuclear Weapons Surety Budget Executor contract actions, ensuring a singular executable plan with consideration for resource constraints and conflicts.
You will lead and coordinate pre and post contract award activities such as requirements definition, acquisition planning, contract formulation processes to include leading and directing new contract procurement efforts.
You will maintain cognizance over all acquisition vehicles directly funded or in support of NWS portfolio priorities actively engaging with stakeholders, Contracting Officer Representatives, and Contracting Officers.
You will prepare problem statements for review and adjudication and coordinates resolution for conflicting viewpoints and controversial issues.
You will lead contract performance assessment efforts through the definition of quality assurance surveillance planning criteria along with the elicitation of contractor performance against defined criteria from stakeholders.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading or coordinating contract duties (for example: acquisition planning, program operations budgets or policies) to provide improvements for management processes and related systems.
